Security Deposit and Pet Deposit

I have a tenant that was in a home for 4.5 years and had 2 dogs. I collected a security deposit of $1,050 and pet deposits totaling $600, total funds I received was $1,650 4.5 years ago.

These are some of the charges I have incurred to get the home back into rental condition. I am leaning to not refunding any of the deposits to help pay for some of the repairs. Is this reasonable or not based on what I have paid out to get the house ready to show again.

* Painting - $4,000
* New carpeting and pad - $3,800
* Duct Cleaning - $424
* Electrical - $375
* Labor, cleaning supplies, replacement items for things broken, landfill costs - $500 +
