Utility Bills not paid by tenant

Who is ultimately responsible for the outstanding utility bills not paid by the tenant? Can and will the utility companies put a lean against the property for unpaid bills?

If the tenants fail to live up...

If the tenants fail to live up to a portion of their obligations under the lease then in that same lease there should be fairly clear consequences, usually found in the default provisions. There may be some number of notices that the landlord must provide them before they can evict so pay careful attention to those, but in general if someone is obligated to pay for something and you follow the protocols in the lease for default and evicition then you should be able to solve the problem, either by them paying as agreed or by eviction.
