55 and over housing

I read online about 55 and over housing. Is this legal? I thought you couldn't rent (or not rent) to someone based on age or family status?

I think the way that it works is that they gear the community to 55 and older. If you were 50 and wanted to apply for an apartment, they couldn't legally turn you down because of your age. It should be the same theory even if 20 year old wanted to apply. They're just going to make the community such that a 20 year old is not going to want to live there, you know what I mean?
