Former property manager issues

I own a small group of apartments near a college and I employ a person as a property manager to amke sure someone is always on site. I had to let him go a few months ago and I found out recently that he's been employed by another landlord and is contacting my tenants to try to get them to leave my apartments. I feel at the very least this is unethical, but is it illegal at any level?

I'm not an attourney. If a non compete was never in place. At a min I would go after him/her with slander. Yes it's very unethical, bad business. Yet not sure there is a legal discussion outside of libel / slander.
