Lone Rent-Stabilized Tenant Fights to Keep Home Amid Construction Zone



In East Village Rory Dennis' apartment is undergoing major upgrades. The apartment building has received 11 violations from the Department of Housing Preservation and Development this year and the landlord is making the changes necessary to bring the building up to standard. Dennis, who has lived in the same apartment since 1979 pays a low rent for his apartment and is unwilling to leave because he says he has nowhere else to go. Construction workers enter the building at 8AM every weekday morning and the work has left the halls and stairs littered with debris.


Dennis took his landlord to housing court when she switched off the electricity and water to the building. Though she claims that she was required to temporarily switch off both electricity and water for the sake of the repairs, she was forced to restore them when Dennis won in suit.
